Altadena Foothill Pool & Spa Construction

Altadena sits in unincorporated LA County at the foot of the San Gabriels in 91001, with Very High Fire Hazard Severity Zone designations across much of the community and a foothill geology that demands real engineering. After the 2025 Eaton Fire, Altadena is also a rebuild market, which means many pool projects are being designed alongside a new house rather than added to an existing one. NPLD has been designing Altadena homes since 2016 and operating as a CSLB licensed general contractor since 2023. Our 2026 Altadena pool program runs $80,000 to $300,000.

Altadena Pool Pricing: $80K to $300K

A clean foothill pool with raised spa, pebble interior, premium tile, automation, and a finished concrete or stone deck typically runs $80,000 to $150,000. Adding a vanishing edge facing the foothills, fire features, an outdoor kitchen, larger format hardscape, and structural retaining moves the project to $170,000 to $230,000. Premium builds with full structural shotcrete walls, multiple water features, integrated lighting, and resort-level hardscape land between $250,000 and $300,000. Geotech, slope, and integration with a rebuild are the drivers. Pool houses, detached spa pavilions, and shade structures are common Altadena add-ons. We price them as separate line items so the pool budget stays clean and the owner can phase if needed. Insurance proceeds from the Eaton Fire do not typically cover pool construction. Pool budgets are funded separately by the owner, often from savings or a home equity line tied to the rebuilt house. We phase the pool accordingly.

LA County EPIC-LA Permitting

Altadena is unincorporated LA County, so pool permitting goes through the County Public Works EPIC-LA online system rather than a City building department. We handle the EPIC-LA submittal: site plan, pool structural calcs, hardscape detail, equipment layout, electrical plan, and fence and barrier compliance. EPIC-LA review cycles are predictable when the package is complete on first submission. We do not learn the system on your project. We have submitted before. EPIC-LA fees are calculated at submission. We provide a fee schedule before signing so there are no permit-cost surprises. Re-submittals from incomplete packages cost time and additional fees, which is why we submit complete the first time.

Building a Pool Alongside an Eaton Rebuild

Many Altadena owners are designing the pool as part of the rebuild rather than waiting until the house is finished. That can save 6 to 12 months of total project time, reduce construction traffic, and lock in design coordination between house, deck, landscape, and pool. It also means the pool is permitted and built under one schedule and one general contractor, which avoids the common problem of pool work damaging finished house landscape. NPLD is equally comfortable building the pool as part of the rebuild or as a separate project after move-in. Coordinating pool construction with a concurrent rebuild requires a single master schedule. We integrate the pool schedule with the house schedule and track both against a shared critical path.

VHFHSZ Chapter 7A and Defensible Space

Most of Altadena is in the Very High Fire Hazard Severity Zone. Chapter 7A applies to pool equipment enclosures, gas line routing to fire features, and deck materials within 10 feet of the house. Defensible space under Public Resources Code Section 4291 governs the 100 foot buffer around any structure. We design Zone 0 ember-resistant 0 to 5 foot, Zone 1 lean and green 5 to 30 foot, and Zone 2 reduced fuel 30 to 100 foot bands around the house and around the pool equipment enclosure, with fire-resilient hardscape and irrigation as integrated parts of the project. Pool equipment in the VHFHSZ needs an ember-resistant enclosure with proper ventilation. We design the enclosure to manufacturer service clearances and to code. Defensible space inspection for the pool equipment enclosure is paired with the equipment final inspection. We coordinate both so the inspector sees a complete, code-compliant installation on the first visit.

Working With NPLD on an Altadena Pool

We start with geotech, EPIC-LA zoning, fire authority requirements, and integration with any concurrent rebuild. We deliver a design package, file with EPIC-LA and the fire authority, and build under one CSLB general contractor contract. You get a named project manager, weekly written updates, monthly draws, full lien releases, certificates of insurance, and a closeout binder. NPLD has been on Altadena properties since 2016. Substantial completion includes startup, chemical balancing, owner orientation, and the documented walkthrough that starts the 1 year workmanship warranty. Returning Altadena clients are common. Many owners who built one project with NPLD come back for the next phase, often a pool or landscape after the rebuild is complete.

Pool & Spa Construction Questions Homeowners Ask About Pool & Spa Construction in Altadena

Can I build a pool while my house is still being rebuilt after Eaton?

Yes. Many owners coordinate the pool with the rebuild for a single schedule. We can run both under one general contractor.

How long does an Altadena pool take from contract to swim?

Plan on 4 to 8 months for a standalone pool and 8 to 14 months when the pool is part of a larger rebuild project.

Does EPIC-LA review take longer than a City counter?

Not when the package is complete. We have submitted enough EPIC-LA projects to know exactly what plan check expects on first submission.

Will my pool deck have to meet Chapter 7A?

Within 10 feet of the house, yes. Concrete, stone, and rated porcelain comply. Wood and most composite decking do not.

Can NPLD coordinate with the architect rebuilding my house?

Yes. We routinely build pools as the CSLB general contractor for projects led by other design firms, with one coordinated schedule.

What about insurance and the pool budget?

Insurance covers the house, not the pool. Pool budgets are separately funded by the owner. We are happy to phase the pool so cash flow matches a separate timeline.

Do you handle pool fence and barrier compliance?

Yes. As part of the EPIC-LA permit we design fence, gate, and barrier compliance to California pool safety code and we install it as part of the project.

What insurance do you carry?

General liability, workers compensation, automobile, and excess liability at limits accepted by every lender we have worked with. Certificates available on request.
