El Sereno splits two ways. The hillside houses (off Eastern, Huntington, Soto Hill) sit on cut-and-fill pads from the 1940s-1960s, often with un-reinforced perimeter footings and cripple walls in the daylight basement that haven't been retrofitted. If your kitchen is at the downhill corner, opening a wall may trigger a soft-story or cripple-wall retrofit ($6K-$22K) before LADBS will approve the kitchen permit. We pull the soils map and the foundation drawings on day one and tell you. The flat-area houses (near Huntington Drive, around Wilson High) have more conventional concrete perimeter foundations but tend to be older (1920s-1940s) with the same Boyle Heights story — galvanized supply lines, cast-iron drain stacks, knob-and-tube to the original kitchen light.
