• Upper Sylmar slope access: equestrian-zoned parcels on the foothills can't take a full concrete or material truck. Pump-truck or wheelbarrow adds $3K-$7K when triggered.

Sylmar Permit Reality

Sylmar falls under LADBS jurisdiction. Interior kitchen scopes pull standard building permit through Express Plan Check — 3-6 weeks if drawings are clean:

• VHFHSZ designation: all of upper Sylmar north of 210. Triggers CBC 7A on any exterior work. Interior-only kitchen scopes usually clear without 7A trigger.
• Equestrian zoning: upper Sylmar lots zoned for horses have different setback and accessory-structure rules. Doesn't affect kitchen work but matters for ADU pairing.
• Olive View Hospital district: some parcels near hospital have stricter sound and dust controls during construction.
• Seismic-zone documentation: we file standard CBSC seismic-bracing documentation as part of permit.
